PFC Consulting forms SPVs for 2 more UMPPs

PFC Consulting, a subsidiary of Power Finance Corporation is believed to have formed two special purpose vehicles for executing two more ultra mega power projects in Orissa.

The government would soon invite Request for Qualification (RFQ) for the first 4,000 MW UMPP at Bedabahal in Orissa.

Sources in the know said, PFC Consulting has formed two SPVs for executing UMPPs at Saakhi Gopal and Gogarpalli sites in the state.

The names of the SPVs are — Saakhi Gopal Integrated Power Company Ltd and Gogarpalli Integrated Power Company Ltd.

They would identify land for the projects, to check water availability around the project area.

These SPVs would also secure environment and forest clearance and coal linkages for the respective UMPPs.

The RFQs for Saakhi Gopal and Gogarpalli UMPPs can only be expected after one year as the entire land acquisition, coal linkage and environment clearance takes time, sources added.

PFC Consulting is the nodal agency for these UMPPs.

The government has envisaged setting of nine such projects, which would add to electricity generation in the XIIth Five Year Plan Period (2012-17).

Of the total number of projects four have been allotted to the developers through competitive bidding process and the RFQs for three more are likely this calender year.

Three projects at Sasan (MP), Krishnapatnam (AP) and Tilaiya in Jharkhand have been bagged by Reliance Power while Tata Power is developing the Mundra UMPP in Gujarat.

The government is planning to invite RFQs for three ultra mega power projects in Chhattisgarh, Orissa and Tamil Nadu soon.

The Ministry of Power has set a target of adding 78,577 MW during the current plan period (2007-12) and 1,00,000 MW in the XIIth plan starting April, 2012.
